The California Department of Forestry and Fire Protection (CAL FIRE) enforces laws that govern logging on private land in California. The Forest Practices Act was enacted in 1973 to ensure that logging is carried out in a manner that preserves and protects our fish, wildlife, forests and waterways. The State Council for Forests and Fire Protection enacts and enforces additional rules to protect these resources. CAL FIRE does not have the authority to reject a THP that complies with state and federal rules and laws simply because the deforestation plan is unpopular with the public. The ministry reviews and approves between 500 and 1400 PT each year. A THP that does not comply with all forest and environmental regulations will be returned to the RPF. It will only be approved after the RPF and the landowner have agreed to make the necessary changes to ensure compliance with all laws. CAL FIRE tracks approved TRPs with site inspections and may cease operations, cite or punish RFPs, Licensed Timber Operators (LTO) and landowners if illegal operations are detected. CAL FIRE ensures that private landowners comply with these laws when harvesting trees. While there are specific exceptions in some cases, compliance with the Forest Practices Act and The Board`s rules applies to all commercial harvesting operations to landowners of small parcels, ranchers who own hundreds of acres, and large forestry companies with thousands of hectares. The Timber Harvesting Plan (TRP) is the environmental assessment document submitted by landowners to CAL FIRE that describes the timber he or she wants to harvest, how it is harvested and what measures are taken to prevent environmental damage. TRPs are created by Registered Professional Foresters (FLRs) who are authorized to create these comprehensive and detailed plans.

TCPs can range from about 100 pages to more than 500 pages. 1.
